This is a bug that applies to:

Version 5.0  (5.1.20725.935, 7/25/2012)

(also applies to previous versions)

You can't always copy a toolbar button from one toolbar to another using the ctrl drag method.  

Steps to reproduce:

Ctrl click and drag a button from a docked toolbar to a floating toolbar.  When the drag icon changes from the red crossed out circle denoting can't copy here to can copy here, release the mouse.

Caveats:

Most times it does not work the first time, but will work on subsequent attempts, but sometimes you can on the first try.

Update: I figured it out and can reproduce 100% of the time.

Steps to reproduce:

  1. From a linked toolbar button, click the bottom right corner to activate the popup toolbar.
    • The middle mouse button popup toolbar will also reproduce the problem 100% of the time.
    • The parent toolbar which contains the linked button is inconsequential.  It can be docked or floating.  The issue is with any button residing on a linked toolbar that is in a popup state.
  2. Ctrl click and drag a toolbar button from the popup toolbar and drop it on to another toolbar.
  3. The button fails to copy.
    • The popup toolbar remains visible.
  4. Repeat step 2.
  5. The button copies successfully.
