Layout - Perspective View???

Hello,

Does anyone know of a way to do a perspective view on a layout? Basically I want to be able to show a perspective of my model and add a title and a few dimensions.

Sure.  Just create a layout page, add a detail, double click on the detail to activate it and in the viewport title set the view to Perspective.  Then rotate to the view you want, set it to shaded or whatever and when you're done, double click to deactivate the layout.  For a perspective view, you probably want to dimension when the detail is active (while in Model space), but perhaps add the title in layout space. Does that help to get you started?
