Problem with Boolean Union

Hello:

The attached file contains an open surface as well as a closed polysurface.  In Rhino V5, I need to combine the two objects to create a single solid.  I've tried a myriad of methods to cap the surface and then union the two objects but the boolean always fails.  Can anyone offer a step by step solution?

I extract the surface of solid and  command Join make a solid.
