Rhino Linked Block On-Off Status bug

So I think I may have found a bug.  If I insert a block linked, referenced, then I go in the layer manager and turn the display off on some layer.  Then I insert another block, and repeat the steps.  Everything works great.  Then when I go back into the file.  Everything in the first file is as is should be but elements in the other linked blocks are ON now.

Attached are the Rhino files I was testing with.

It depends,  I have to provide some variety after all- it could be a heap, for example. Or a mass. Hey, mass is good, I have not used that one yet.
