use the scale2D command (via menus --- transform -> scale -> scale 2D)

for the origin prompt, click on the left side of the drawing's scale.. (or other known dimension in the drawing but since this one has a scale on there…)

for the "scale factor or first reference point" prompt, click on the right side of the scale 

at the next prompt, type 10m <return>

your drawing will scale accordingly
